For IPv6 : Packet Format is [eth:IPv6:icmpv6] it means it works in layer 3

Destination IPv6 Address FF02::1:FFD4:AAF5

Destination 1 - 33-33-ff-D4-AA-F5 multicast or
2 - unicast address of other host
ICMPv6 Source Address 1 - :: for GARP
2 - Unicast source address

Note Target Address must not be multicast address.
